Abstract
The article reveals the influence of the Muslim communities in the development of primary education Tatars in Tomskduring the First world war. The author focuses on the confrontation of the institutions of the Ministry of national education with representatives of Muslim progressives, defending their interests in the teaching of Islam to students. The conflict worsened in the First world war.
