Abstract
The article is devoted the review of the regional educational legislation. The author tries to show the most evident changes which have occurred in sphere of management and regulation of educational activity in 1990th, on example of secondary vocational education of the Lower Volga region. The author analyses laws «About education» of the constituent territories subjects which are a part of the Lower Volga region.
